NELA (WA) 2021 State Conference

Session 1 opened with a keynote presentation by Ken Berlin (President and CEO The Climate Reality Project). Other speakers included: Alex Gardner (University of Western Australia) who spoke about the regulation of greenhouse gas emissions; and Senior Member Stephen Willey (State Administrative Tribunal) who discussed climate change considerations in planning law. Session 2 - featured:

  • Raphael Wood (Managing Director Market Advisory Group) who provided a ‘Carbon markets 101’;

  • Elisa de Wit (Partner Norton Rose Fulbright Australia) who discussed Carbon markets regulation and participation from a legal perspective; and

  • Sally Wilkinson (CEO South West Catchments Council) who spoke about the Carbon + Biodiversity Pilot Program – opportunities and challenges for carbon farming in the South West.

Session 3 featured:

  • Robyn Glindemann (Director Lantegy Legal) who discussed the Samuel review of the EPBC Act – the status and implementation of recommendation;

  • Lee McIntosh (Deputy Chair Environmental Protection Authority) who provided and overview of the reform of the EP Act (Part IV) – the EPA’s response; and

  •  Andrew Mack (Associate Director Talis Consultants) who spoken on reform of the EP Act (Part V) – practical opportunities and challenges.

Session 4 featured:

  • Dr Lauren Butterly (Special Counsel, Environmental Defenders Office) who spoke about the era of Aboriginal heritage reform – reflections across state law reform and the Commonwealth Juukan Gorge Inquiry;

  • Emma Garlett (Academic, Curtin Law School) who discussed Aboriginal heritage and Traditional Owner rights to water; and

  • Professor Matthew Tonts (Chair, Environmental Protection Authority) who provided some EPA Considerations of Aboriginal Heritage and Environmental Values.
